I have had the honor of serving as Moab’s Mayor for the past four years and I am excited about the prospect of continuing this service for another term. I believe my experience and leadership has been a valuable asset to our city and I am committed to building on the progress that we have made together.

City of Moab’s accomplishments under Joette’s leadership: 

Infrastructure Projects – Completed
  • Kane Creek Boulevard Upgrade – replaced 50+ year old sewer and water lines, included additional hookups for new development, and improved the road with new pavement, landscaping, and night sky lighting for a safer and beautiful street.
  • Millcreek Drive – replaced the old chip and seal with asphalt for a smoother, longer-lasting road surface that’s safer for all transportation modes into or out of the city.
  • Flood Mitigation – cleared extensive flood debris and downed trees after each of the four major flash flood events in a two-year period, repaired and relocated a vulnerable water main, and installed creek stabilization in preparation for future floods.
  • Downtown Beautification and Walkability – increased downtown parking by 188 parking spaces, facilitated better access to businesses, and provided additional landscaping and shade structures.
Infrastructure Projects – In Process
  • 100 East and Uranium Boulevard – replacing a 50+ year old water line, repaving the street, adding ADA compliant sidewalks, and night sky lighting.
  • Sidewalk Replacement – replacing and repairing damaged sidewalks throughout the city and downtown area.
  • Lighting Upgrades – replacing all city owned outdoor lighting to ensure night sky compliance, increase energy efficiency, and enhance public safety.
Safety Improvements
  • New Traffic Lights – Aggie Boulevard, 100 North, and 400 North.
  • Reduced Speeds on Main Street – working closely with UDOT to lower speed limits into and out of downtown.
  • New Safety Features Downtown – working closely with UDOT to implement new curb extensions at key intersections downtown, and crosswalk red light pauses at Center Street, 100 South, and 100 North.
  • Update Crosswalk Standards – updating the standard so that all crosswalks are designated and marked as high-visibility crosswalks to improve safety for pedestrians.
Community Additions
  • New All-abilities Playground at Swanny Park – replaced a decades-old playground with a new sun-shaded, all-abilities playground.
  • Moab Area Transportation (MAT) – added a new free bus service for Moab residents and visitors with a year-round, on-demand service, and a seasonal fixed route for visitors.
  • Moab Recreation and Aquatic Center – installed energy efficient upgrades.
  • Housing – working closely with the state’s housing industry to develop an ordinance deed restricting new development to include 30% for residents working and living in Moab.
Collaborative Efforts

Under Joette’s leadership, Moab City has received over $43 million in state and federal grants. Also working closely with local and federal partners, Joette has continued to advocate for an annual congressional appropriation for the Department of Energy’s Moab UMTRA project.

 

  • $250,000,000 – Congressional Appropriations for the Department of Energy’s UMTRA Project – working collaboratively with Grand County and Utah’s federal delegation.
  • $28,000,000 – Bureau of Reclamation (BOR) grant in partnership with the Nature Conservancy for wastewater outfall replacement and construction of new facility for water infusion at the Matheson Preserve.
  • $3,200,000 – Federal Emergency Management Agency (FEMA) and National Resource Conservation Services (NRCS) for flood mitigation.
  • $2,500,000 – UDOT and Federal Transit Program funding for Moab Area Transit.
  • $8,000,000 – Community Impact Board (CIB) funding for the Kane Creek Blvd project.
  • $1,700,000 – Utah State Legislature grant funding for the Spanish Valley water tank project.
  • $600,000 – Utah State Rural Communities Opportunities Grant for completion of the dispersed parking project.
  • $250,000 – Community Development Block Grant (CDBG) for the All-abilities Playground.
